Abstract :
The advent of retail deregulation has aroused concerns that it will primarily benefit consumers in high-cost states at the expense of those in low-cost states. But limits on inter-regional transmission capacity, which preclude en masse power migrations from low-cost regions, are among the reasons that this is unlikely to be a significant problem.
