The world of today confront many and various challenges and the most important of these challenges is the lack of resources and the increasing social need and the accelerating changes of events and what is required to identify the priorities and the effective distribution of the available human resources and the material sources especially the technical ones and which are urgently required within the fierce competition amongst the public sector organizations from one hand and the private sector organizations from the other hand, and what this competition imposes of the requirements of developing performance techniques and making use of the technological revolution the world witnesses in order accomplish a better service or more durable product in the different and various competitive markets. The technologies make it obligatory to deal with a beneficiary with more awareness, and who affords more to the better- quality product or service. This is reflected through the following objectives: 1- Shedding light and focusing on a very important topic ng competent and which is selecting and specialized persons in the Foundation of Technical .Education in Iraq 2- Adopting the quality standards when selecting and employing the teaching staff in accordance with developments of the educational process.
