Rolled compacted concrete (RCC) dams are similar to soil dams regarding to cost and similar to
concrete dams based on safety condition. Therefore the designs are based on suitable mix design are
considered for enough permeability coefficient, low cost, probability of separation, more strength and
safety. In this paper a try have been made to look at permeability as an entrance problem. Then the
suitable mix design is provided based on three control factors including: strength of concrete samples,
project total cost and separation during transportation, pure, spread and compaction. The meaning of
suitable mix design is to use minimum amount of cement per cubic meter and maximum amount of
pozzolans to cement ratio. With considering to the results in this paper in Iran, which are in the high
risk of earthquake hazard, for an economic project, the use of Fly ash pozzolans with low lime and
natural pozzolans with comparisons to the other pozzolans are suitable. To reach to the maximum dry
density for suitable permeability, it is require to: 6.5% moisture, 40% to 50% of water per cement
ratio and 20% to 25% fine aggregate. These will cause to reduce the cement quantities to 75 to 90 Kg
and pozzolans from 100 to 120 Kg per cubic meter.
