ارائه روشي جديد جهت مديريت موثر پروژه ها در محيط فازي با رويكرد ارزش كسب شده (مطالعه موردي: پروژه سازمان عمران و بازآفريني فضاهاي شهري شيراز)

Present a new method to effectively projects management in the fuzzy environment with the earned value approach (Case Study: Civil Organizations and Recreating Urban Spaces Project)

تخمين هزينه و زمان واقعي اجراي پروژه يكي از دغدغه هاي مديران پروژه است.مديريت ارزش كسب شده تكنيكي براي پاسخگويي به اين دو سوال مهم است كه هزينه پاياني و زمان انجام پروژه چقدر است؟ دراين پژوهش يك روش جديد با استفاده از بيان زمان، هزينه و پيشرفت پروژه در قالب اعداد فازي براي تعيين شاخص هاي ارزش كسب شده ارائه شده است.در اين تحقيق به بررسي وضعيت فعاليت هاي اجرايي در يكي از پروژه هاي شهرداري شيراز در راستاي برنامه اجرايي پروژه و شاخص هاي ارزش كسب شده پرداخته است. در ابتدا اين تحقيق به بررسي وضعيت شاخص هاي ارزش كسب شده در حالت فازي در ماههاي متفاوت سال در محل مورد مطالعه مي پردازد. جامعه آماري اين تحقيق شامل 10 نفر از كارشناسان و متخصصان پروژه هاي اجرايي شهرداري شيراز مي باشد. پرسشنامه مورد استفاده در اين تحقيق كه شامل بررسي 5 سئوال به صورت تبديل پاسخ هاي كلامي به مقادير عددي و قطعي مي باشد، به صورت محقق ساخت است و مقدار پايايي آن با بررسي مقدار نرخ سازگاري مورد تاييد قرار گرفته است. نتايج پژوهش حاكي از آن است كه در برخي از ماهها فعاليت هاي پروژه داراي تاخير زماني بوده و در برخي از ماهها از برنامه زماني جلوتر و داراي سود مي باشد. همچنين با توجه به روش پيشنهادي بر مبناي ارزش كسب شده با توجه به محيط فازي اين روش داراي دقت مناسبي بوده كه موجب بهبود كنترل پروژه مي گردد، لذا مي تواند به عنوان يك الگوريتم كاربردي مورد استفاده قرار گيرد.

Estimating the cost and real time of project implementation is one of the concerns of project managers. Earned value management is a technic to answer these two important questions, what is the final cost and time of project implementation? In this research, a new method is presented by using the expression of time, cost and progress of the project in the form of fuzzy numbers to determine the values of the earned value index. In this research, the status of executive activities in one of the Shiraz municipality projects in line with the implementation plan and the indicators of earned value. Initially, this study looks at the status of the indicators of the earned value in fuzzy mode in different months of the year in the study area. The statistical population of this research consists of 10 experts of Shiraz Municipality Executive Projects.The questionnaire used in this study, which consists of examining 5 questions in the form of converting verbal responses to numerical and definitive amounts, has been constructed and its reliability has been confirmed by examining the amount of compatibility rate. The results of the research indicate that in some months the activities of the project are delayed and in some months ahead of schedule and profitable. Also, according to the proposed method based on the earned value with respect to the fuzzy environment, this method has adequate accuracy that improves the control of the project, so it can be used as a practical algorithm.
