طرح موضوع خودكفايي مالي شهرداري ها از يكسو و ضرورت پاسخگويي به مطالبات شهروندان در زمينه ارتقاي كيفيت زندگي و كيفيت محيط شهري سبب مي‌شود كه شهرداري ها همواره در جستجوي راهكارهايي به منظور تامين مالي با استفاده از شيوه‌هاي نوين و ارتقاي سطح رقابت پذيري شهرهاي خود به منظور جذب سرمايه گذاري بيشتر به شهرها باشند. اين امر سبب توجه بيشتر به اهميت توسعه روزافزون بازارهاي مالي و پولي و ايجاد نظام پايدار و شفاف درآمدي در شهرداري‌ها و افزايش جذابيت سرمايه‌گذاري در شهرها در استفاده از قابليت ها و پتانسيل هاي بخش خصوصي يا بازارهاي مالي شده است. هدف پژوهش حاضر بررسي فرآيند استفاده از روش هاي نوين تامين مالي با تاكيد بر روش مشاركت عمومي- خصوصي مي‌باشد. بر اين اساس ابتدا انواع روش‌هاي تامين مالي شرح داده شده است‌. در ادامه به روش مشاركت و سرمايه گذاري (مشاركت عمومي- خصوصي) و انواع آن به تفصيل مورد بررسي قرار گرفته است در اين راستا دسته بندي كلي پروژه هاي نيازمند به تامين مالي از طريق سرمايه گذاري عمومي - خصوصي (مشاركت مدني و سرمايه گذاري به روش BOT) و انواع مختلف آن مورد تجزبه و تحليل قرار گرفته است و در نهايت فرايند اجرايي پروژه‌هاي مشاركتي در شهرداري، شرح داده شده است.

The issue that the municipality should be self-sufficient financially on the one hand and the necessity to meet citizens demands for improving the quality of life and the quality of the urban environment will lead municipalities to constantly seek solutions for financing using modern methods and promoting the competitiveness level of their cities in order to attract more investments to cities. This has led to pay more attention to the importance of increasing development in financial and monetary markets and creating a sustainable and transparent income system in municipalities and increasing the attractiveness of investment in cities using the capabilities and potential in the private sector or financial markets. This study aims to investigate the process of using modern financing methods focusing on public-private partnerships. First, a variety of financing methods have been described . Then, the method of partnership and investment (Private -Public Partnership) as well as its various types gave been discussed in detail. In this regard, the general classification of projects required to be financed through public-private investment (Civil cooperation and investment using Build-Operate Transfer (BOT) method and its different types have been analyzed. Finally, the implementation process of cooperative projects in the municipality has been described.
