ارائه مدلي براي مديريت سبد پروژه¬ها در سازمان¬هاي تحقيقاتي پروژه محور (مطالعه موردي در پژوهشگاه فضايي ايران)

Providing a model for projects portfolio management in project-based research organizations (Case study in Iranian space research center)

مديريت سبد پروژه، ابزاري جهت تحقق ماموريت ها و كسب حداكثر منفعت سازماني است و سازمان هاي تحقيقاتي پروژه محور نيز از اين قاعده مستثني نبوده و لزوم توجه به اين امر از اهميت بالايي در تحقق اهداف فناورانه در اين دست سازمان ها برخوردار است. از طرفي به دلايل مهمي چون محدوديت منابع، سرعت زياد تغييرات تكنولوژي، ايجاد تغييرات در تقاضاي بازار و ... و از طرف ديگر مديريت منابع سازمان براي اجراي پروژه هاي كانديد، بدليل ماهيت متفاوت آن ها نسبت به هم (منجمله شاخص هاي هزينه، زمان، استراتژيك بودن، پيچيدگي و ...) بسيار قابل توجه است. لذا در اين پژوهش سعي بر آن شده است تا با استفاده از تركيب تكنيك مقايسات زوجي و تكنيك DEMATEL، شاخص هاي تاثيرگذار بر مديريت سبد پروژه را تعيين كرده و همچنين به منظور تعيين راهكاري كاربردي براي مديريت سبد پروژه و تخصيص مناسب منابع سازمان، يك مدل براي مديريت سبد پروژه هاي سازمان هاي تحقيقاتي پروژه محور ارائه نمود. در پايان مدل پيشنهادي در پژوهشگاه فضايي ايران بصورت مطالعه موردي انجام گرديده است.

Project portfolio management is a tool for accomplishing missions and maximizing organizational benefits and the project-based research organizations are no exception to this rule and the need to pay attention to this is of great importance in achieving technological goals in such organizations. On the other hand, some important reasons such as resource constraints, the rapid rate of technological change, changes in market demand, and, on the other hand, the management of the organization s resources for the implementation of candidate projects, due to their different nature with each other (including index Cost, Time, Strategicity, Complexity ...) is very significant.Therefore, in this research, it has been tried to determine the indicators affecting project portfolio management using the combination of paired comparison techniques and DEMATEL technique, and also to determine the application strategy for managing portfolio portfolios and allocating appropriate resources to the organization, one A model for portfolio management of project-driven research organizations. At the end of the proposed model, a case study was conducted at the Iranian Space Research Center.
