بررسي عوامل موفقيت مهندسي ارزش در پروژه‌هاي عمران شهري (مطالعه موردي)

هرچند سال‌ها از اجراي مهندسي ارزش در سازمان‌هاي صنعتي كشور مي‌گذرد، تاكنون نتايج با آنچه مورد انتظار بوده است فاصله‌ي چشم‌گيري دارد. به‌طوركلي عوامل موفقيت مهندسي ارزش بسيار متنوع و متغير مي‌باشد. پژوهش حاضر به بررسي عوامل موفقيت مهندسي ارزش در پروژه‌هاي عمران شهري با تكيه ‌بر نمونه مورد مطالعه مي‌پردازد. ضرورت به‌كارگيري مهندسي ارزش در طراحي ورودي و خروجي‌هاي بندر الف بدين‌جهت بوده است كه مجموعه وسيع بندر الف با توجه به شبكه حمل‌ونقلي ويژه جهت تردد داخلي و علي‌الخصوص ارتباط با بيرون از بندر و اتصال به شبكه جاده‌اي كشور داراي حساسيت‌ها و پيچيدگي‌هاي خاص در شرايط ويژه خود مي‌باشد. اين پژوهش از نظر هدف انجام يك تحقيق كاربردي و از نظر نوع ماهيت يك تحقيق توصيفي‌ـ‌تحليلي است. نوع داده‌هاي جمع‌آوري‌شده در اين پژوهش، كيفي است كه با تكيه ‌بر هدف آن، با بررسي شرح كامل گزارش كارگاه مهندسي ارزش و طرح سوال‌هاي كلي به‌دست‌آمده است. برگزاري كارگاه در مراحل اوليه چرخه حيات پروژه، شناسايي افراد، با تجربه‌ي حضور در كارگاه مهندسي ارزش، چينش صحيح اعضاي تيم با تخصص‌هاي مختلف، جامعيت اطلاعات ورودي، استفاده از تكنيك‌هاي امتيازدهي و اولويت‌بندي، پياده‌سازي راهكارهاي اجرايي و قابليت ساخت‌پذيري، بهره‌گيري از مشاوران مهندسي ارزش خبره به‌عنوان عوامل موفقيت در اين پژوهش شناسايي شد. در پايان بر اساس نتايج به‌دست‌آمده از اين پژوهش پيشنهاد مي‌گردد، كارفرمايان كارگاه‌هاي مهندسي ارزش در پروژه‌هاي عمراني جهت موفقيت پروژه‌ها در سازمان‌هاي متبوع خود، به عوامل موفقيت اين پروژه و پروژه‌هاي مشابه توجه بيش‌تري معطوف نمايند.

However, the years of the implementation of the value engineering in the industrial organization of the country, so far the results with what has been expected of the eye distance measurement. Value engineering success factors in general are very diverse and variable. The present study explores the success factors of urban civil engineering projects worth relying on case study examples. The necessity of applying value engineering in design of inlet and outlet port a vast collection to which this port is a transport network with respect to the particular advantages for local traffic and a connection with the outside, especially from the port and the connection to the road network of the country with particular sensitivity and complexity of its particular circumstances. This research in terms of the objective applied research and perform a kind of descriptive analytic ـ an r nature. The type of data collected in this research is qualitative, relying on its purpose, with a full description of the value engineering workshop report review and plan the overall question is obtained. Workshop in the early stages of the project life cycle, identifying individuals with experience in the presence of the correct arrangement of value engineering workshop, team members with different expertise, comprehensiveness of information input, using the techniques of scoring and prioritization, implementation strategies and the ability to build flexibility, taking advantage of the value engineering certified consultants as success factors identified in this research. In the end, on the basis of the results obtained from this research proposal, employers value engineering workshops in construction projects for the success of the projects in their respective organizations, the factors of the success of this project and similar projects to focus more attention.
