يكي از متداول ترين مسائل در مديريت پروژه مشكل تاخيرات مي باشد. تاخير در پروژه مي تواند ناشي از عوامل متعددي باشد كه بسياري از آن ها را مي توان با مديريت مناسب كنترل كرد. يكي از مهم ترين شاخص هاي موفقيت پروژه ها عملكرد زمان بندي آن هاست. ابزارهاي متعددي براي برنامه ريزي مناسب پروژه ها وجود دارندكه هركدام از آن ها در سطح كنترل و مديريت پروژه به منظور بهبود عملكرد زمان بندي پروژه ها به كار مي روند. اگرچه براي كنترل تاخير پروژه ها تلاش ها و مطالعات فراواني صورت گرفته است، اما به نظر مي رسد كه مشكل اصلي تاخير پروژه ها عمدتا به ماهيت خود پروژه مربوط نمي شود، بلكه بايد از طريق برنامه ريزي در سطح مديريت پروژه هدايت گردند. در واقع اگر يك الگوي تصميم گيري مناسب براي كنترل مجموعه اي از پروژه ها موجود باشد مي توان تا حد زيادي از تاخيرات تك تك آن ها جلوگيري نمود. از مهم ترين اهداف انجام پژوهش حاضر، شناسايي تاخيرات، رتبه بندي علل وقوع آن ها و ريشه يابي منشاء بروز آن ها در پروژه هاي بزرگ صنعت آب مي باشد. طبقه بندي عوامل ايجاد براساس ماهيت آن ها، استانداردها و المان هاي كنترل پروژه و بررسي راهكارهاي موجود در جهت كاهش اين تاخيرات و حركت به سمت حذف آن ها، از ديگر اهداف اين پژوهش به شمار مي رود. پژوهش حاضر با انجام مطالعات كتابخانه اي و پژوهش هاي ميداني به شناسايي عوامل موثر در به تاخير افتادن پروژه هاي صنعتي در شش فاز عمده فاز قوانين و مقررات، فاز تامين مالي و تخصيص بودجه، فاز عوامل مديريتي، فاز كنترل پروژه، فاز دانش فني و فاز عوامل محيطي و سياسي پرداخته است. تحليل آن ها با بهره گيري از روش AHP به كمك نرم افزار Choice Expert اهميت موثرترين عوامل معرفي شده، محاسبه گرديد و عوامل به ترتيب اثرگذاري در هر فاز معرفي شدند.
