Risk-based Inspection (RBI) Method comes after Run to Fail Inspection method, Fixed Interval Inspection method,
and Condition-based Inspection method in the evolution of inspection methods. For identification of a risk, first risks
for each element of equipment are computed, and then maximum risks of the equipment are considered as the risk of
the whole equipment. Using analytical hierarchy process (AHP), this study deals with a decision making model for
selection of a proper policy for maintenance and repairs with risk-based inspection approach for Abadan Oil
Refinery. Th erefore, at first risk-based inspection process was applied qualitatively in distillation vacuum unit of 200
cases, and risk matrix was drawn for the equipment of that system so that the equipment in the unit were in three
areas of high, moderate and low risks. Th en, applicable maintenance and repairs policies were identified in the
mentioned unit and four final criteria of cost, value added, safety, feasibility were selected through adjustment and
screening primary criteria for decision making and placement in analytical hierarchy process. Finally, the results were
compared with applicable measures and comments of experts and professionals and they were proposed for
implementing in future essential repairs of other operational units.
