توسعه و رفاه در كنار امنيت به عنوان يكي از دو وظيفه ي اصلي دولتها در عرصه ي جهاني شدن مطلوبيت غير قابل ترديدي پيدا كرده است.توسعه و پيشرفت دولت ملتها راه حلي است در جهت رفع فشارها و مشكلاتي كه همواره بين بخشهاي مختلف زندگي اقتصادي اجتماعي و انساني راه حل مناسب ايجاد مينمايد.براي دستيابي به پيشرفتهاي ملي موسسات,سازمانها و دستگاهاي اجرايي با هر ماموريت ,رسالت, اهداف و چشم اندازهايي كه دارند نهايتا در يك قلمرو ملي و بين المللي عمل ميكنند تا به راهبرد بلند مدت و جايگاه مشخص تعيين شده دست پيدا كنند.در جمهوري اسلامي ايران,آماده سازي پذيرش و ابلاغ سند چشم انداز بيست ساله را ميتوان يك رويكرد نويين به سياستهاي تعيين شده دانست.اين برنامه ي سند جامع و بلند مدت است كه با اتكا به تركيب دو نگرش راهبردي و فرايند طراحي شده است.ازين رو با توجه به محدوديتهاي اقتصادي در كشور بايستي با افزايش ميزان بهره وري در صنعت به راهبرد تعيين شده دست يافت.با توجه به اهميت و تاثير گذاري بهره وري در بخشهاي مختلف صنعت كشور در رشد اقتصادي و همچنين اهميت دستيابي به سند چشم انداز در اين تحقيق به برسي افزايش بهره وري در بخش صنعت,معدن و تجارت پرداخته شده است.علت انتخاب بخش صنعت,معدن و تجارت اهميت بالاي آن در بين ساير بخشها بوده است به دليل اينكه بيشتر توليدات و صادرات مربوط به اين بخش است كه سهم زيادي در رشد اقتصادي كشورمان ايفا ميكند. همچنين در اين تحقيق از يك مدل ارايه شده جهت برسي ميزان ارزيابي و ميزان تعيين بهره وري در بخشهاي صنعتي,معدني و بازرگاني استفاده شده است تا ضمن تعين شاخصهاي بهره ور در بخشهاي مختلف ميزان اثربخشي و دستيابي آن به سند چشم انداز تعيين شده را مشخص نمايد.

The country should increase the amount of economic efficiency in the industry to set strategies. with regard to the importance and the impact of investment efficiency in different parts of the country s industry in economic growth as well as the importance of achieving the visions in this research to look at increasing productivity in the industrial sector, mining and commerce. the cause of select industry sector The mining and trade, the importance of the above it has been in the other sectors because more production and export to this section that a large share of economic growth in our country played. As well as in the research of a model for evaluating the amount of offered assessment and determine the rate of efficiency in industrial and commercial sectors of the mineral, is used to decide the way in different parts of the extent of the productive indicators of effectiveness and the achievement of it to specify the designated visions.
