One of the most critical issues in production of clean fuels is to manage the impact of the new
environmental requirements on the hydrogen consumption in the refineries. Market requirements
and environmental laws increase the dependency on hydrogen in oil refineries. Hydrogen
management is based maximizes the amount of hydrogen recovered across a site. The hydrogen
recovery from refinery off-gases reduces the requirement of hydrogen production. Different
models for purifiers units have been developed based on process parameters. In this paper, target
for the minimum flow rate of fresh hydrogen required by the refinery using the models presented
for the membrane and using off-gases. Equations obtained from Superstructure method are solved
with nonlinear programming (NLP) of the General Algebraic modeling system (GAMS). The
results of optimization showed the 30% reduction of operating cost in refinery hydrogen network.
