Investigating Regional Institutional Capacity Indices (Case Study: Kermanshah Province)

سوال اساسي كه همواره در ارتباط با توسعه منطقه اي وجود داشته اين است كه چه عوامل و عناصري باعث توسعه در سطح محلي و منطقه اي مي شوند. در پاسخ به اينگونه سوال ها، رويكرد نهادي از جمله متاخرترين رويكردي است كه مباحث جديدي را از دهه 1990 در ادبيات توسعه محلي و منطقه اي مطرح نموده است. در ميان مجموعه وسيع و متنوع از ادبيات و تفكرات بين رشته اي كه اصطلاح نهادي را در بردارند مفهومي عمده و مهم در مطالعات توسعه منطقه اي ظهور يافته است كه ظرفيت نهادي منطقه اي مي باشد. استان كرمانشاه يكي از استان هاي مهم و استراتژيك است كه مركز اقتصادي و سياسي غرب كشور قلمداد مي شود. با اين وجود، استان عليرغم پتانسيل بالقوه اي كه دارد وضعيتي مطلوبي را به لحاظ توسعه در سطح كشور ندارد. هدف پژوهش حاضر بررسي شاخص هاي ظرفيت نهادي منطقه اي استان كرمانشاه مي باشد. اين پژوهش از نظر ماهيت و روش توصيفي و از نظر هدف، كاربردي است. جامعة آماري شامل مديران و كارشناسان ادارات و سازمان هاي دولتي و عمومي استان مي باشد. براي جمع آوري داده ها از ابزار پرسشنامة استفاده شد. براي تحليل داده ها از آمار توصيفي و استنباطي استفاده شده است. نتايج نشان مي دهد كه ظرفيت نهادي استان از وضع مطلوب فاصله دارد.

The fundamental question that has always been related to regional development is the factors that contribute to local and regional development. In response to such questions, the institutional approach is one of the most recent approaches that has raised new debates in the local and regional development literature since the 1990. Among the vast array of interdisciplinary literature and disciplines that embody the institutional term, a major concept emerging in regional development studies emerges that is regional institutional capacity. Kermanshah Province is one of the most important and strategic provinces that are regarded as the economic and political center of the West of the country. However, despite potential potential, the province has no favorable situation in terms of development in the country. The purpose of this study is to investigate the regional institutional capacity indicators of Kermanshah province. This research is descriptive in terms of its nature and method, and in terms of its purpose, is applicable. The statistical society consists of managers and experts of public and provincial departments and organizations. A questionnaire was used to collect data. Descriptive and inferential statistics were used to analyze the data. The results show that the institutional capacity of the province is far from the desired situation.
