اطلاع رساني از اركان بي بديل سيستم فرماندهي حادثه و مديريت بحران ميباشد، بطوريكه با اتخاذ شيوه ها و رويه هاي استاندارد و نوين SOP[2] و ايجاد فضاي سخت و نرم افزاري به پردازش داده هاي تخصصي پرداخته و مبتني بر پروتوكل نسبت به ارائه محتواي عمومي و همگاني سعي بر ايجاد آمادگي شهروندي بصورت آموزشهاي نامحسوس دارد بر اين اساس و با هوشمند سازي اطلاعات مورد نياز شهروندان در شرايط عادي، غير عادي، اضطراري و فوق العاده شهري آماده در مواجهه با انواع مخاطرات بوجود مي آيد، موضوعي كه تا به حال براي شهر بزرگ تهران علي رغم ويژگيهاي خاص اين ابر شهر اتفاق نيافتاده و بر اين مبنا با توجه به موقعيت جغرافيايي و پيچيدگيهاي اجتماعي، اقتصادي و صنعتي شاهد افزايش مخاطرات و كاهش آمادگي شهروندان در برابر حوادث هستيم، در اين تحقيق سعي شده با بررسي وضعيت آمادگي فعلي جمعيت شهري و اقدامات صورت گرفته كه محدود به دهه 50 ميباشد و با اشاره به بخش بسيار كوچك از آمار حوادث در كشور و محاسبه ضريب احتمال وقوع و درجه اهميت اطلاع رساني نسبت به توصيف سامانه اقدام نمود و با تعريف مرجع و محور سازماني و توليد محتوا براي مشتري اقدام به سيستمي نمودن فرايند احراز آمادگي مي نمايد
