بي شك با پيشرفت تكنولوژي و پيچيده تر شدن صنايع، احتمال وقوع حوادث و آتش سوزي هاي عظيم دور از انتظار نيست. هر چند توانائي علمي، مهارت‌هاي فردي، تمرينات مداوم، قابليت هاي مديريت فردي، شناسائي توانائي افراد تحت فرماندهي و ... از جمله الزامات يك فرمانده ميدان عمليات آتش نشاني است. اما يكي از دغدغه هاي دايمي مديران عملياتي در كنترل صحنه حادثه، كسب اطلاعات دقيق و لحظه به لحظه از رفتار و وسعت حادثه و موقعيت نيروهاي آتش نشاني و واكنش در صحنه عمليات مي باشد. چنانچه اين نوع حريقها به واسطه عدم وجود وحدت فرماندهي به خوبي مديريت نشوند منجر به گسترش و در نتيجه و خيم شدن رخداد شده و سبب تبديل شدن حادثه سطح يك به سطح سه و حتي بروز يك بحران در منطقه گردد. با بررسي علل و عوامل گسترش حريق، در كنار كمبودها و مشكلاتي كه ابنيه ها در معماري و طراحي و تجهيزات دارند، كمبودهاي جدي در سازماندهي، فرماندهي و مديريت بحران در حين حريق و گسترش آن، وجود دارد و در بسياري مواقع تلاشهاي بي بديل و قابل ستايش آتشنشانان تحت تاثير نوع فرماندهي قرار گرفته و اثر بخشي اين تلاشها را بي نتيجه مي گذارد. لذا در صورت مراقبت و ديده¬باني از ارتفاع همواره ميدان ديد وسيعتر و جزئيات بيشتري دراختيار كاربران قرار مي گيرد. اما ايجاد دكل هايي با ارتفاع مناسب در هر حادثه غير منطقي و هزينه بر و از همه مهمتر باعث از دست رفتن زمان هاي طلايي مي شود. براي اين منظور در ادامه طرح بالن مقيد بالدار ارائه شده تا اين امكان را براي آتش نشانان فراهم ¬كند كه در هر منطقه¬اي با كمترين امكانات، سكوي پايداري را تا ارتفاع مناسب از سطح زمين قرارداده و گستره وسيعي را تحت پوشش تصويري و يا مخابراتي خود قرار دهند.
