يكي از مهم ترين جنبه هاي كسب مزيت رقابتي در فضاي كسب وكار امروز ، توجه به ارزش آفريني منابع انساني وتمركز بر شايستگي ها ونقش هاي محوري سرمايه انساني است. همچنين توجه به شايستگي ها ونقش هاي مديريتي مديران ،به ويژه مديران منابع انساني بخش دولتي كه خود متولي اجراي سيستم مديريت در دولت هستند ،از اهميت ويژه اي برخوردار است .هدف از انجام پژوهش حاضر ،ارزيابي شايستگي ها ونقش هاي مديريتي مديران در دانشگاه هاي ايران مي باشد.در اين پژوهش رابطه ي عوامل موثر برارزيابي مديران (شايستگي مديريتي ،نقش هاي مديريتي ) وزير معيارهاي شايستگي مديريتي وزير معيارهاي نقش هاي مديريتي و مديران دانشگاه ها (درسه حوزه دولتي ،نيمه دولتي وخصوصي ) مطالعه گرديد .مديران دانشگاه ها با استفاده از AHP فازي و TOPSISفازي براساس نظر 30 مدير خبره دانشگاه ها درايران مقايسه شدند .نتايج بدست آمده در هر دو روش حاكي از اهميت بيشتر مديران دانشگاه دولتي نسبت به مديران دانشگاه نيمه دولتي و مديران دانشگاه خصوصي مي باشد.
چكيده لاتين :
One of the most important aspects of competitive advantage in today s business environment, according to the value of human resources and focusing on core competencies and role of human capital. Also according to the competencies and role of managers, especially public sector HR managers who are in charge of implementing the management system of government, of the utmost importance. The aim of this study was to evaluate the merits and roles of director managing at the University of Iran. Research is describing that it was conducted to survey method.The Statistic population of this research are state-owned, semi- state-owned and private universities, which are Semnan Province ,Damghan University, Shahrood University, Semnan University and Payame Noor university are representative government Universities, non-profit universities as a representative of the semi- state University and Azad Universities As a representative of a private university in Semnan as the experts were selected and 30 were selected as examples. To analyze the data, Fuzzy Analytical Hierarchy Process (FAHP) and fuzzy TOPSIS are used in the study. The main instruments used for gathering the data in this study were questionnaire. In this study, the relationship of effective factors on evaluation of managers (competence management competencies, management roles) competence management competencies, management roles sub criteria and directors of universities (three spheres of state-owned, semi- state-owned and private universities) were studied with universities. The results obtained with both methods showed that managers of state-owned universities are more important than managers of semi- state-owned universities and managers of private universities.
