Investigating the Barriers to Participation in Water Resources Management (Case of Water Pumping Station in Pasar District)

امروزه اهميت آب و وابستگي كشاورزي به منابع آبي وضرورت بهره برداري بهينه از آن، نيازبه مشاركت بهره برداران درقالب تشكل ها را بيش ازپيش درمركز توجه قرارداده است. گاهاً عوامل مختلفي مانع مشاركت مردم در طرح هاي توسعه اي مي شوند. هدف از انجام اين مطالعه كه با رويكرد كيفي انجام شده واكاوي عوامل بازدارنده مشاركت مردم در مديريت منابع آب مي باشد. جامعه مورد مطالعه اين تحقيق را كارشناسان درگير در پروژه و بهره برداران روستاي پاسار تشكيل داده است. در انجام مصاحبه ها از تكنيك هاي نمونه گيري هدفمند از نوع بارز در مرحله اول(مصاحبه با بهره برداران و كارشناسان شناخته شده و داراي اطلاعات)و گلوله برفي در مرحله دوم(مصاحبه با افراد معرفي شده از جانب ساير نمونه ها) درجهت رسيدن به اشباع نظري و غناي مفهومي بهره گرفته و با استفاده از تحليل محتوا تجزيه و تحليل انجام شده است. براساس يافته هاي پژوهش 7 عامل : نگرش منفي اهالي نسبت به ماهيت طرح، روحيه فردگرايي و منفعت طلبي اهالي روستا، وابستگي و اتكا مردم به دولت، بي توجهي به نظرات، ارزش ها و خواسته هاي مردم محلي، عدم همخواني ماهيت طرح با وضعيت اقتصادي مردم، پايين بودن سرمايه اجتماعي مردم روستا و عدم آموزش و اطلاعدهي به بهره برداران ،موانع مشاركت اهالي بودند.

Nowadays, the importance of water and agricultural dependence on water resources and the optimal utilization of the water, emphasize the need for the participation of operators in the form of organizations more than ever before. Occasionally, various factors hinder people's participation in development projects. The purpose of this study, which is based on the qualitative approach, is to investigate the factors that inhibit the participation of people in water resources management. The study population of this study is composed of experts involved in the project and the owners of the village of Pasar. In the interviews, the purposeful sampling techniques of the type in the first stage (interview with known and knowledgeable experts and information) and snowball in the second stage (interview with the people introduced by other samples To achieve theoretical saturation and conceptual richness, analyzes have been carried out using content analysis. Based on research findings, seven factors: negative attitudes of people about the nature of the project, the morale of individualism and the interest of the villagers, the dependence and reliance of the people on the state, the disregard for the opinions, values and desires of the local people, the lack of consistency of the nature of the project with the situation The people's economics, the low social capital of the people of the village, and the lack of education and information to the exploiters were barriers to the participation of the people.
