طراحي مدل واسطه‌گري در نظام نوآوري فناورانه صنايع دفاعي با روش مدل‌سازي ساختاري تفسيري فازي

Designing Intermediation Model in the Technological Innovation System of Defense Industries with Fuzzy Interpretive Structural Modeling

امروزه باتوجه‌به تغييرات سريع فناوري در صنايع و لزوم جلوگيري از غافلگيري فناورانه در بخش زيادي از صنايع، استفاده از الگوهاي سريع‌تر و كم‌هزينه در اكتساب فناوري بيش‌ازپيش موردنياز است. بخشي از اين الگوها بر اساس پارادايم نوآوري باز توسعه يافته‌اند. اين الگوها به شكل يك نظام نوآوري؛ جرياني از دانش و فناوري را در قالب شبكه‌هاي همكاري، بين متقاضيان و توليدكنندگان فناوري ايجاد مي‌كنند. در اين ميان مديريت تعاملات بين متقاضي فناوري و توليدكننده آن، در ساختارهايي تحت عنوان نهاد واسطه صورت مي‌پذيرد. اين پژوهش باهدف شناسايي كاركردها و طراحي مدل واسطه‌گري در نظام نوآوري صنايع دفاعي، نهاد واسط فعال در اين نظام را مورد مطالعه قرار داده است. ابتدا با استفاده از مرور ادبيات موضوع 17 كاركرد نهاد واسط از ادبيات موضوع استخراج گرديد. سپس با استفاده از نظرات خبرگان آشنا با موضوع؛ اين كاركردها پايش شده و با استفاده از مدل‌سازي ساختاري تفسيري فازي، مدل ساختاري اين كاركردها احصاء گرديد. در ادامه با استفاده از رويكرد تحليل نفوذ و وابستگي، ميزان تأثيرگذاري هركدام از اين كاركردها بر مدل كاركردي اين نهاد واسط شناسايي گرديد. نتايج اين پژوهش مشخص نمود دو كاركرد آموزش و مشاوره و رصد و آينده‌پژوهي به‌عنوان دو كاركرد ريشه‌اي و نفوذي اين نهاد واسط هستند.

Nowadays, due to the rapid changes in technology in industries and the need to prevent technological surprises in many industries, the use of faster and less expensive models in the acquisition of technology is needed more than ever.A part of these models developed based on the open innovation paradigm. These patterns are in the form of an innovation system; They create a flow of knowledge and technology in the form of cooperation networks between applicants and technology producers. Meanwhile, the management of interactions between the technology applicant and its producer takes place in structures called intermediary institutions. This research aims to identify the functions and design of the mediation model in the innovation system of defense industries and has studied the intermediary entity active in this system.. First, by reviewing the subject literature, 17 functions of the intermediary institution were extracted from the subject literature. Then using the opinions of experts with knowledge of defense industries; these functions were monitored and using fuzzy interpretive structural modeling, the structural model of these functions was calculated.In the following, using the influence and dependency analysis approach, the degree of influence of each of these functions on the functional model of this intermediary institution was identified.The results of this research determined that the two functions of education and consultation and observation and future research are the two fundamental and influential functions of the this intermediary institution.
