آموزش و پرورش مورد نياز كودكان استثنايي با آنچه اكثريت كودكان و دانش آموزان به آن احتياج دارند بسيار متفاوت مي باشد. هدف از پژوهش مقايسه رويكرداموزش‌كشورايران‌باسايركشورها دربرخورد با دانش اموزان استثنايي عقب مانده مقطع متوسطه است.كه از ميان ابعاد مختلف نظام آموزش و پرورش استثنايي به صورت هدفمندخدمات ارائه شده به كودكان استثنايي بررسي شده است. روش پژوهش توصيفي ـ مقايسه اي است. ابزارهاي گرداوري اطالعات شامل كتب، پايان نامه ها، مقاالت‌ معتبر علمي در داخل و خارج از كشور مي باشد. نتايج حاصل از پژوهش نشان مي دهد كه هر چهار كشور به آموزش كودكان استثنايي اهميت مي دهند و از اهداف مشترك آن ها آموزش متناسب با نياز هاي كودكان استثنايي و آماده كردن آن ها براي بزرگسالي و اداره ي زندگي است . همچنين حق آموزش رايگان و حمايت‌ و توانبخشي اين كودكان از قوانين مشترك اين كشور ها مي باشد. اما خدمات ارائه شده و كابرد فناوري هاي پيشرفته در ايران به نسبت كشورهاي مورد مطالعه كمتر است.
