عضدالدوله از پادشاهان با درايت آل بويه بود كه علاقه بسياري به آباداني و پيشرفت نواحي مختلف قلمرو خود داشت. او از معدود فرمانراواياني بود كه از حيث دانش و معلومات، مي‌توان در زمره ادبا و دانشمندان رياضي محسوب نمود. عضدالدوله در راه پيشرفت، براي رسيدن به مقاصد عمراني و علمي خود از هيچ عملي حتي به كار بردن مكر و حيله دريغ نمي‌نمود. او در بغداد پس از كشمكش‌هاي فراوان، براي اولين بار تا زمان خود توانست قدرت خليفه را فقط به مقامي مذهبي محدود نمايد و شكلي اوليه از سكولاريسم را در بغداد پايه‌گذاري نمايد. از زماني كه دارالخلافه به تصرف عضدالدوله بويه درآمد تا به هنگام فوت پنجاه سال طول كشيد كه در اين مدت كوتاه، چه از جهت دور نمودن دست دشمنان و مخالفان از قلمروي خويش و چه از جهت اقدام به آباداني و ايجاد امنيت راه‌ها گام‌هاي بلندي را برداشت كه عموم مورخّان و نويسندگان را به اعجاب و تحسين وا داشته است. از آنجايي كه اين مقاله به بررسي اقدامات انساني عضدالدوله و تلاش او براي آباداني شهر بغداد پرداخته شده است بنابراين از شرح وقوع جنگ‌ها و لشكركشي‌هاي وي كه در كُتُب و مقالات تاريخي بسياري به تفضيل آمده است جز در موارد لازم خودداري خواهد شد. اين پژوهش درصدد است تا با روش توصيفي تحليلي، در خلال معرفي اقدامات عضدالدوله، به زندگي اجتماعي و شخصي آن پادشاه قبل از حضور در بغداد بپردازد. همچنين تلاش كلي برآن است كه به جاي توصيف صرف تاريخي، اقدامات عمراني كل دوران اين پادشاه مورد تحليل قرار گيرد.
