به طور كلي پيچيدگي مسائل در عصر آتي، تغيير نگرش افراد نسبت به محيط پيرامون و همچنين نياز به رعايت برخي اصول و پيش‌زمينه‌ها به منظور زندگي در اجتماع، باعث شده تا اغلب كشورها درصدد تدوين سياست‌هاي آموزشي به منظور تربيت شهرونداني فعال و مشاركت‌جو برآيند. همچنين با مد نظر قرار دادن اين نكته كه توفيق، تثبيت و تداوم هرگونه توسعه و تحولي با سرمايه‌گذاري بر نيروي انساني محقق خواهد شد، آموزش و تربيت منابع انساني به عنوان محور توسعه، از اهميت بالايي برخوردار مي‌باشد. بر اين اساس ارائه آموزش‌هايي تحت عنوان آموزش‌هاي شهروندي مي‌تواند با افزايش آگاهي و تقويت توانايي‌ها و مهارت‌هاي مورد نياز افراد، در تربيت شهرونداني مشاركت‌جو كه به دنبال تغيير و بهبود شرايط مي‌باشند، موثر واقع شود. همچنين به دليل گسترده بودن مطالب، نياز به بازه زماني طولاني در جهت نهادينه‌سازي موضوعات و مد نظر قرار دادن طيف وسيعي از افراد در معرض اين نوع آموزش‌ها، باعث شده تا اغلب دولت‌ها آموزش‌هاي رسمي (مدارس و دانشگاه‌ها) را به عنوان بهترين گزينه براي گنجاندن آموزش‌هاي شهروندي و به خصوص آموزش مشاركت شهروندي انتخاب كنند.
