جايگاه ارتباط مردم و دولت از منظر دين مبين اسلام

The position of the relationship between the citizen and the government from the perspective of the religion of Islam

معمولا حكومت ها يا همان دولتها از مؤلفه هاي مختلفي برخوردار هستند. يكي از مهمترين اين مؤلفه ها چگونگي برقراري ارتباط متقابل مردم با دولت يا حكومت است، اگر اين ارتباط صادقانه، صريح، دو سويه و متعالي باشد زمينه مشاركت حداكثري براي رشد و آباداني جامعه را در پي خواهد داشت. در اين پژوهش جايگاه ارتباط مردم و دولت از ديدگاه اسلام و به ويژه از منظر امام علي (ع) و همچنين از ديدگاه مكاتب غربي يا ليبراليسم بررسي مي شود . در اين راستا در ابتدا از منظر اسلام و به ويژه از نگاه امير المومنين علي (ع) ارتباط مطلوب ، مبتني بر برخي از شاخص ها مورد بررسي قرار مي گيرد و همچنين موانع پيش روي ارتباط مطلوب اشاره مي شود. در ادامه جهت رسيدن به جايگاه مناسب در خصوص ارتباط مردم با دولت كارآمد ، موثر و سازنده، نقش فناوري اطلاعات و سامانه هاي الكترونيكي مورد تحليل قرار گرفته و در نهايت كاركرد اين پژوهش، پيشنهاد سامانه يكپارچه الكترونيكي ارتباط مردم با دولت با درنظر گرفتن و تبعيت از ويژگي هاي ارتباط مردم با دولت مطلوب مبتني بر نطام حقوقي اسلام و تحت پوشش قرار دادن كليه دستگاه هاي اجرايي كشور در راستاي دولت الكترونيك بر پايه زيرساخت شبكه ملي اطلاعات است

Governments usually have different components. One of the most important components is how the citizen interact with the government, if this relationship is honest, frank, two-way and transcendent, it will lead to maximum participation for the growth and development of society. In this study, the position of the relationship between the citizen and the government is examined from the perspective of Islam and especially from the perspective of Imam Ali (AS) as well as from the perspective of Western schools or liberalism. In this regard, first from the perspective of Islam and especially from the perspective of Amir al-Mu minin Ali (AS), the desired relationship is examined based on some indicators and also the obstacles to the desired relationship are mentioned. In order to achieve a proper position regarding efficient, effective and constructive relationship between the citizen and the government, the role of information technology and electronic systems has been analyzed. Finally, the function of this study is to propose an integrated electronic system of public relations with the government by considering and following the characteristics of the desired relationship between the citizen and the government based on the Islamic legal system and covering all executive bodies in the country in the direction of e-government based on National Information Network Infrastructure.
