بررسي شاخص هاى آموزش عالى در اطلس ملي و تأثيرآن در برنامه ريزي راهبردي

Examining the indicators of higher education in the national atlas and its effect on strategic planning

نظام‌هاي آموزش عالي همواره به عنوان بالاترين مركز انديشه ورزي و توليد علم جامعه محسوب شده و با حضور و فعاليت انديشمندانه عامل بنيادي تكامل و توسعه اقتصادي، اجتماعي و فرهنگي جوامع بوده و در اعتلاي علمي و جهت بخشيدن به حركتهاي فكري، اعتقادي، و سياسي جامعه نقشي اساسي دارند. بنابراين كشورهايي كه خواهان توسعه همه جانبه و پايدار هستند، ابتدا بايستي نظام هاي آموزش عالي خود را به طور متوازن و بر اساس عدالت آموزشي توسعه دهند تا همه استانها و شهرهاي آنها از دسترسي و توسعه متوازن و پايدار برخوردار شوند. شرط لازم براي توسعه عادلانه نظام هاي آموزش عالي، شناخت دقيق آنهاست. تحليل تحول ساختاري و كاركردي آموزش عالي از حيث توسعه كمي و كيفي آن، بهترين منبع اين شناخت است. در واقع، بدون شناخت گذشته و حال نظام آموزش عالي، نمي توان براي ارتقاي وضع موجود و رسيدن به وضعيت مطلوب در آينده سياستگذاري و برنامه ريزي كرد. اطلس آموزش عالي به عنوان ابزار گرافيكي ارائه دهنده آمار و اطلاعات براي مطالعه وضعيت موجود و همچنين برنامه‌ريزي هاي آتي در جهت بهبود آن مي تواند مرجع مفيد و مستحكمي باشد.در پژوهش حاضر، وضعيت شاخص هاى آموزش عالى و ابعاد آن تشريح و تبيين شده است. شاخص ها امكان ارزيابي كيفيت ها را در نظام آموزش عالي فراهم مي كنند.

Higher education systems have always been considered as the highest center of thought and science production of the society, and with their presence and thoughtful activity, they are the fundamental factor in the economic, social and cultural evolution and development of societies, and in scientific advancement and giving direction to the intellectual, religious, and political movements of the society. They have a fundamental role. Therefore, countries that want comprehensive and sustainable development must first develop their higher education systems in a balanced and based on educational justice so that all their provinces and cities enjoy access and balanced and sustainable development. A necessary condition for the fair development of higher education systems is their accurate knowledge. Analyzing the structural and functional evolution of higher education in terms of its quantitative and qualitative development is the best source of this knowledge. In fact, without knowing the past and present of the higher education system, it is not possible to make policies and plans to improve the current situation and achieve the desired situation in the future. Higher education atlas as a graphic tool providing statistics and information to study the current situation as well as future plans to improve it can be a useful and solid reference. In this research, the status of higher education indicators and its dimensions have been described. The indicators provide the possibility to evaluate the qualities in the higher education system.
