Effectively handling the logistics of empty container movements is a significant challenge within the shipping industry. The need for repositioning arises due to the expanding global trade imbalance, making it a concern in today s interconnected world. Consequently, the management of empty container repositioning (ECR) becomes a vital consideration immediately after container unloading. On the other hand, the outbreak of the pandemic and the invasion of Ukraine have resulted in specific shifts towards localized production and supply. Implementing regional empty container repositioning serves as a viable approach to facilitate back-shoring. This paper presents significant contributions, encompassing the integration of location and allocation considerations for empty container depots within the repositioning network. Additionally, the study incorporates the street-turn approach as a viable strategy to minimize unnecessary empty repositioning. These innovative measures enhance the efficiency and effectiveness of the overall empty container repositioning process. To end this, we propose a mixed integer linear model to formulate the described content. To evaluate the proposed model a sample problem was coded and solved by Gurobi optimization software. In the final section, a sensitivity analysis was conducted to validate the performance of the proposed model. This analysis involved evaluating the model s response to variations in two critical parameters.
