ضرورت ارائه نگاه جامعه شناسي تاريخي روابط بين‌‌الملل براي مطالعه سياست خارجي

در مقاله حاضر به دنبال ارائه مقدماتي درباره جامعه شناسي تاريخي روابط بين‌‌الملل و جامعه شناسي سياست خارجي مي‌‌باشيم، همچنين درصدد هستيم با تببين مباحثي و توسيع نظري آن به تحليلي جامع تر براي تحليل سياست خارجي نزديك شويم. پرسش اصلي اين است كه جامعه شناسي تاريخي چه مؤلفه‌‌هايي را در برمي‌‌گيرد و چه تأثيري بر نگاه ما به روابط بين‌‌الملل و تحليل سياست خارجي خواهد داشت؟پاسخ موقت به پرسش فوق اين است كه جامعه شناسي تاريخي از عناصر و مؤلفه‌‌هاي گوناگوني تشكيل شده است كه هم مي‌‌تواند نگاه ما را به روابط بين‌‌الملل بسط دهد (‌حتي فراتر از آن علمي‌‌تر نمايد) و هم اين ويژگي را خواهد داشت كه آن را براي تحليل سياست خارجي به كار بگيريم.مدل جامعه شناسي تاريخي سياست خارجي درصدد است تحليلي در اين زمينه ارائه نمايد كه از مقبوليت و توسعه يافتگي بيشتري برخوردار باشد. نگاه جامعه شناسي تاريخي اين قدرت افزون را مي‌‌دهد تا علاوه بر اينكه تأثير متقابل گذشته و حال را تبيين نمايد، نگاهي به آينده داشته باشد و بذرهاي تغيير در آينده را درك كرده و نسبت به تبيين آن اقدام نمايد. يعني اين مطالعات قدرت پيش بيني را مشروع دانسته و آن را بر اساس آنچه گذشته، ممكن و گاه وظيفه و خصوصيت اصلي خود مي‌‌داند. جامعه شناسي تاريخي با آشكار ساختن رابطه سازندگي متقابل كه ميان حوزه‌‌هاي ملي و بين‌‌المللي وجود دارد راهي براي فراتر رفتن از حد ساختارگرايي سيستمي در اختيار ما مي‌‌گذارد.

In this article, we are looking for a preliminary presentation about the historical sociology of international relations and the sociology of foreign policy, and we are also trying to approach a more comprehensive analysis for the analysis of foreign policy by explaining the debates and its theoretical extension. The main question is, what components does historical sociology include and what effect will it have on our view of international relations and foreign policy analysis?The temporary answer to the above question is that historical sociology is composed of elements including society, government, history, international level and understanding of change and looking to the future, which can expand our view of international relations (even beyond that, make it more scientific) and it will have the feature to use it for foreign policy analysis.The model of historical sociology of foreign policy tries to provide an analysis in this field that is more acceptable and developed. The perspective of historical sociology gives this extra power to explain the mutual influence of the past and the present, to have a look at the future and to understand the seeds of change in the future and act on it. That is, these studies consider the power of prediction as legitimate and consider it based on the past, possible and sometimes its main task and characteristic. Historical sociology provides us with a way to go beyond the limit of systemic structuralism by revealing the relationship of mutual construction that exists between the national and international spheres. Due to its theoretical nature, this research is considered as one of the basic types of research and the research method used is descriptive-analytical.
