PUBLIC-PRIVATE PARTNERSHIP AND RESTRICTIONS IN ENERGY SECTOR IN THE CHANGING CONTENT OF ENERGY SECURITY: CORRUPTION IN ENERGY PROJECTS
Abstract :
The concept of “energy security” has been important from the past to present. At first, the concept was especially expressed the security of oil resources but in time it’s content has been more comprehended with development of technology and environmental effects. The three main issues, which are evaluated in energy security concept; ensuring continuity of energy supply, environmental sustainability in energy production and decreasing the dependency on external energy resources. Until the 1980s, the production and distribution of energy conceived as a service that provided by the public, after this period, privatization policies and alternative service methods has been raised with the effect of the prevailing neo-liberal policies. In this context, countries have begun to use public-private partnership’s (PPPs) models in energy production extensively. One of these problems is the increasing phenomenon of corruption as well as the PPPs’s development. PPPs model’s has been applied in energy sector for many years, but PPPs’s problems are continues contemporarily. The purpose of our study is to analyses PPPs method; to evaluate PPPs current position in our country and in the world and identifying their problems and make recommendations for the future.
