Teachers’ Union Administrators and Members’ Opinions Regarding Human Resources Management Practices of Ministry of Education
Abstract :
The purpose of this study is to determine teachers’ union administrators and members’ opinions regarding human resources management practices of Ministry of Education and how these practices show similarities of unions’ policies and values. This study is a qualitative descriptive study and designed within phenomenology and easily accessible sampling was chosen from sampling techniques. Sample comprised 12 teachers’ union administrators and members who are on duty in Kayseri province. Semi-structured interview form was used as data collection tool and the data were analyzed through descriptive analysis. The results obtained by the views of participants are as follows: Planning and recruitment process is merely based on the results of public personnel selection exam without taking into account of any scientific data by Human Resources General Directorate of Ministry of Education. Human resources development practices centered around the activities of in-service training. There are no criteria for assessment and payment of fees. Health care and social security applications are not sufficient and paid wages are not equivalent to the service provided. When it comes to integration and business dealings, very often amended regulation has been made to modify the appointment and replacement; this situation has damaged the family unity, peace in workplace and brought many problems about principal appointments. There is no particular application for separation from work and retired personnel are not monitored. Consequently, the results show that the directorate does not serve for the purposes stated above and needs to be improved to be functional.
