Abstract
The increasing disparities between regions in Turkey have made development agencies a new model to solve this problem. The implementation of this model began in Turkey by the law no:5449. But targetting a specific area and based on a cooperation between private and public sector made development agencies be discussed about its status in Turkish Administrative Organisation. The purpose of this study is to determine the legal entity, audit and the status in Turkish Administrative Organisation of regional development agencies. This study concluded that development agencies are public entities because of their intense public features and they are local service institutions within Turkish Administrative System.
