Law no. 6545, adopted the administrative court of appeal, published 28 June 2014 in the Official Gazette, come into force 20 July 2016. But a number of contradictions in the Law No. 6545, yet lacking regulations seem to be causing some problems in practice. In our study we addressed the problems and presented solutions. On the other hand this study interpreted the new appeals system and is incorporated features that we believe will help to implement the ideas.
