Abstract
Recently, Public Administration Reforms have been on the agenda of politics in Turkey. In this sense, it has been seen that the governments focused on the reforms about local governments in the last decade. Thus, in 2004 and 2005 the municipal and special provincial administration acts issued consecutively prove this best. Particularly, in terms of our subject, with its new act, it is very important to functionalize the special provincial administrations, unfunctional till 2005 In this paper, it is especially stated the reforms of new act in terms of the structure of the special provincial administrations, its running and practices of governance and then explained their contributions to participation, effectiveness and efficiency and the most important one, democratization.
