The European Union, which set out to become an economic community in the internatioanl arena has consolidated its presence as a political, social and legal unity. During the emergence of these improvements, better protection of fundamental rights within the Union and the steps taken for that purpose have been a major contribution. This study was conducted to assess the progress of the Union in terms of protection of fundamental rights, and the point reached especially with lisbon Treaty in terms of democratizaiton of EU.
