Transformational leadership is the type of leadership needs of all social institutions in our age. Transfomational leadership has a critical important also in the local governments which an important social institution. Because in the during the current that change and structural transformational is to be needed to local government leaders in feature manage and direct of these processes. The purpose of this study, according to the municipal employees perception of municipal organization, top managers is to determine the level of show behaviors and attitudes required by the model of transformational leadership. For this purpose, on transformational leadership drawn a theoretical framework, then to the municipal employees in Manisa / Salihli was made in an application. In the resulting findings according to the perception of employees. The transformational leadership behaviors of the municipal top manager was found to moderate level.
