Abstract
In 1827, Sultan Mahmut II appointed İzzet Mehmet Pasha as a Kaptanpasha in order to restructure of Naval Organization. The Pasha knew that his master was in expectation of the reform, started to work immediately to prepare a new law of admiralty. The Prepared draft law on September 22,1827 entered into force with the consent of Sultan. The law included important innovations in administrative, financial and military terms. However, the reform attempt was finally undone by the destruction of the Navy in Navarino
