Abstract :
More than 90 % of Turkish people is living in 1. degree earthquake zone. In fact, Anatolia carries traces of many earthquakes lived in. Precautions against these destructive effects have to be carried out. These measures can be taken by cure following identification. One of the cures of historical structures is, strengthening. This is a must in order to preserve local culture. But measures have to be taken and diagnosis have to be performed for nonhistorical structures according to todays’ standards. Todays standards are not only about structural system but also, Building Energy Performance Regulation, Fire Regulation and also, from the technological advance, developments and functionality point of view. Today, public experience is very different from the past. Today, mass migration experienced from village to cities, conditions of education and other types of life, even comfort conditions are today more important than former. Another evaluation criteria is sustainability. When evaluating all these conditions, existing buildings do not appeal to todays and future needs. Still, improving lots of them may not catch the required level of assurance. Therefore, structures that can be improved to the mentioned standards have to be chosen carefuly and with a healty financial encouraging system, Turkish Government has established the system of change. This system of change has to be encouraged by Academical studies and has to be directed carefully. In this study, the effect of Structural Supervision System that has become widespread on the management of change is studied.
