Abstract :
Minimum Income Support Scheme is described as regular cash transfers that are financed by public resources for the citizens whose incomes are below the specific cutting point. Recently these supports have re-gained a specific importance as a result of socio-economic challenges. Most of developed countries conduct similar support schemes. In the last years, a significant improvement was observed in the institutional capacity building within social assistance sector in Turkey. In this context, institutional harmonisation has been reached through the creation of a new Ministry of Family and Social Policies. Social Assistance Information System (SOYBIS) has been activated. On the other hand, the ratio of resources allocated for social assistance and service programmes to Gross National Product is still lower than EU and OECD average despite the significant increase in this ratio in Turkey. This paper attempts to present a model for minimum income support scheme depending upon current sources of social assistance in Turkey. The model is tested based on the data taken from Project of Integrated Social Assistance Services data base. The sample size consists of 50.260 households. In this context, social assistance programmes are considered to be more effective, right based and fit to human dignity.
