Abstract :
Metropolitan Municipalities Law (The Law No. 6360) brings significant changes in the Turkish public administration system. First and foremost, the Law dissolves the legal entity of villages and special provincial administrations in cities where there are metropolitan municipalities. The Law also entails that the provincial border and the border of the metropolitan municipality is one and the same in a province. This converts metropolitan cities into integrated cities. The overseeing role of the governor, who is representing the central administration, has now become disputable. In this study, the potential effects of the Law No. 6360 are being evaluated, particularly in the Şanlıurfa case. The first section of the study, comprising of two sections, examines the Law No. 6360. In the second section, the possible consequences of the Law No. 6360 on Şanlıurfa are reviewed under three separate headings. These headings are administrative and financial consequences, political consequences, and social and cultural consequences. The Law No. 6360 is expected to bring about somewhat difficulties for Şanlıufa since the city has huge number of villages, a large urban area, and social and economical underdevelopment. On the other hand, new financial resources and investment opportunities offered by a metropolitan city will increase the expectations and hopes for the society.
