Abstract :

Discretionary fiscal policy was frowned upon, because it was seen to be slow and too political. Whereas the current discussion around fiscal policy is important. The case for expansionary fiscal policy action is stronger severe the slowdown. In the current crisis, many countries have to adopted fiscal stimulus package in an effort to support economic activity by stimulating aggregate demand. Fiscal stimulus aims to boost economic activity by increasing short-term aggregate demand. Fiscal stimulus package tend to take place in good times when they might play some role in smoothing output declines. But, fiscal stimulus package to carry with sustainability debate. The financial crisis shows that the contagion effect to speread on the whole world and which is having major implications for the public finances of most countries. The impact of fiscal stimulus measures which applied to reduce the destructiviness of financial crisis on government deficits and debts will vary, depending on their nature. The global financial crisis probably represents the most important damage to the world economy. Turkey has also been affected significiantly by the crisis. To compensate for loss of production and employment (such as the whole world) fiscal incentive package has been applied by the government. The possible effects of the budget deficits resulting from the fiscal policy to attempt to stimulus the economy will determine the stabilization role of fiscal policy.
