    In Search of a Management Model at the Glocalization Process: “Neuen Steuerungsmodell” and Duisburg Case

  • Abstract
    Accumulation of experiences on the social, economical and political areas during historical process has unexpectedly caused changes in social structures, especially the management structures. New Public Management (NPM) approach (paradigm) of Anglo-Saxon perspective, being discussed elaborately especially in the last quarter of 20th Century, has been influential during that period. The most penetrative times of NPM for Germany was 1990s in which the country was passing through important political, social and economic changes. In Germany, NPM, being different from Anglo-Saxon countries that the approach firstly emerged and other Continental European countries, has been reflected as a new model - “Neuen Steuerungsmodell (NSM)” - on the public management practice as a bottom-up exercise from local to federal (or central) government. Evolving German local governments in the context of prevailing management paradigms, by having a powerful local management tradition, have their own peculiarities. In this study, the content, tools and objectives, and differences of Neuen Steuerungsmodell (NSM), having peculiarities of German management culture, which has been triggered by prevailing approach, NPM of 1990s have been described and discussed. To get clear the picture of Neuen Steuerungsmodell (NSM) in practice, various interviews were conducted by local managers and politicians from Disburg province of Nordrhein-Westfalen (NRW) state. The study discussed the ways to drive benefit from Disburg case in local government experiences of Turkey.
