In thıs study, the civil servants from Payas have been researched whose registration is in the prime ministry of Ottoman archive. There are 9 civil servants Payas from who are registrated in registration circumstances record books. It has been reached the information about the civil servants from Payas their birthdates, fathers name, educational background, languages which they know, whether they have got diploma degree, ages of starting job and their duty which they worked. It has been mentioned about the civil servats from Payas certificate of registry because of scarce of civil servants. It has been mentioned about population of muslims and non-muslims by deailing with number of the homes in Payas province during the second half of 19. century. Also in this study, it has been compared with Tarsus, Payas and Anamur which are nearer by the geographical aspect about their civil servants’ educational backgrounds and has a conclusion. Payas which is on important transition route has got great importance because of taking part of surre regiments during the Ottoman Empire. Payas was an important province in Ottoman Empire but lost its significance. After Turkish Rebuplic had been founded and Hatay had been joined to homeland, Hatay was connected to Dörtyol county. Its dependance to Dörtyol went on the last year of 2012 and at this time it has been a county which is connected to Hatay by metropolis acts which are enacted.
