A COMPARATIVE STUDY ON STRATEGIC PLANS: ÇORLU MUNICIPALITY CASE
Abstract :
The transition to the strategic planning process which allowed local managements to make plansin Turkey has accelerated with the beginning of year 2000. The demographic structure and migration hasplayed an effective role in shaping local services from Republican period to the present day. While the majority of local services until the 1950s were concentrated in villages, municipal services have become more visible after the 1950s with the start of migration to the cities. Municipal services have become insufficient with the impact of intensive migration, and the lack of local planning was felt strongly in this period. In this article the municipal strategic planning process was analyzed considering Çorlu Municipality ’strategic plans taking into account the region s demographic structure and migration. The fact that Çorlu Municipality prepared strategic plans for three periods, the demographic structure of the town, facing a high migration, and the status transition from town municipal to metropolitan municipality have been the main reasons to choose Çorlu Municipality for this case study.
