Abstract
Overlays and underlays may offer the potential of increased spectrum utilization, and providing more wireless services and products to the public. However, both concepts raise complex novel interference issues that have been quite time consuming to resolve. While the main initial venue for these deliberations has been before the FCC, recent UWB action by the European Commission shows that there is worldwide interest in these complex issues.
