Abstract :
A methodology for using multiattribute utility functions within a Nash bargaining model and an application of the model to the problem of conflict resolution in acid rain impact mitigation are given. Multiattribute utility theory provides decision makers with a framework for integrating the complex and multiple impacts of acid rain and for making policy decisions. The author examines the economic, environmental, socioeconomic, and health impact of acid rain in Ohio and Pennsylvania. He demonstrates that, even without specifying exact preference weights for the attributes, dominance relationships can be established between policies, and a Nash bargaining solution can be established among the affected parties
