Abstract
This paper looks at the controversy surrounding the construction of a bullet train that would go from the north end of Taiwan to the south. Aside from conflicting with plans for a new semiconductor manufacturing park in Tainan, the transportation project has also been plagued by allegations of irregularities, particularly in the manner by which the vibration mitigation contract was manipulated to favor certain individuals and how construction expenses appear to have been inflated. The high-speed railway is set to begin commercial operation in October 2006 - more than three years behind schedule
