Abstract :
The adoption of computer technology by a large public agency in Singapore is examined. The focus is on the organizational adjustments undertaken by the user agency to support implementation of the country´s information technology policy in one of the developing world´s most advanced telecommunications systems. Practical lessons that emerge from the Singapore experience are examined.<>
