Abstract :
A recent paper by Honda and Itakura [1] presents a system for speech encoding at 6.4-16 kbits/s based upon adaptive predictive coding with dynamic bit allocation in the time and frequency domains. However, they omit references to several earlier important papers on these topics. A brief historical survey is presented here which puts the work in [1] in perspective.
