    This editorial will inform you of how to perform a formal review of written material without reading it and without having any prior knowledge of the subject. Impossible, you say? Not at all; you need only learn the specific procedure, which will be illustrated here for technical manuscripts intended for publication. In summary, you can review a technical paper without reading or understanding it by considering the following points: page count, author name, title, presence of introduction and summary, math content, references, figures, and expansion of selected sections. Now that you know how to review a technical paper, you may wish to apply this procedure to your next review paper, provided it is not for the IEEE Transactions on Electromagnetic Compatibility.
