Abstract
This paper introduces the concept that time deviation and inadvertent interchange accumulated during a designated time span are comprised of and equal to the algebraic sum of separable and measurable components, in number equal to the number of control areas of the interconnected system, each component resulting from and hence a measure of the effects of regulating deficiencies including schedule offsets in the corresponding area. Techniques for measuring the components are described. A companion paper discusses and illustrates the utilization of these components for the evaluation of area control performance including possible assessment of penalties to delinquent areas, and for more equitable and economic corrective control of unscheduled bulk power transfers.
