Abstract :
A companion paper discusses techniques for separating and measuring area-caused components of system time deviation and area inadvertent interchange. This paper discusses utilization of these components for auditing the control performance of an area in terms of its influence on time deviation and on the inadvertent interchange of its own and all other areas. It demonstrates a suggested debit/credit value system for unscheduled bulk energy transfers. Examples for the Western U.S.-Canada and Eastern U.S.-Canada interconnected systems are provided. A technique utilizing the components for unilateral corrective control of time and unscheduled energy transfers, believed to be more equitable and economic than present procedures, is suggested.
