Corrections to "Bibliography of Publications Pertaining to Switching Surges in Transmission Systems"

Corrections are made to the Introduction (page 402), reference 40 on page 404, reference 70 on page 405, reference 111 on page 406, and reference 297 on page 413. In the interest of making the bibliography as complete as possible, the committee also added a CIGRE Journal Paper to the bibliography, under the subtopic "Energizing and Reclosing Transmission Lines with and Without Transformers and Reactors."
