Abstract :
New ordinance proposal regulating protection from electromagnetic (EM) fields in Croatia has been written, and it is currently in the evaluation process. This paper gives an overview of that proposal, compared with the current regulation and the ICNIRP 1998 recommendation. Proposed electromagnetic fields legal requirements were challenge taking into account increased uplink transmission from the mobile terminals and mobile network design evolution toward Small Cell concept. Measurements of the received electric field for a typical Small Cell UMTS LTE deployment scenarios has been performed in order to determine Small Cell output power levels that will not exceed proposed reference thresholds.
