Abstract :
A review of the theory and methods for modeling improvisational decision-making in emergency management shows that there is no generally accepted normative model to explain intuitive human judgments under uncertain in a dynamic environment. This paper suggests the design of an improvisational decision-making agent based on Non-Axiomatic Reasoning System. First, we investigate the characteristics of improvisational decision-making, then the main factors of constructing improvisational agent are discussed. After introducing Non-Axiomatic Reasoning System, we illustrate the proposed model using an example of a fire response plan making by the proposed agent. This example shows that the proposed model will provide a sound basis for an adaptive, self-learning and real-time approach for intelligent decision-support system in crisis situations.
